The National Health Insurance Company ("NHIC") manages and operates Seha; the national health insurance scheme for the State of Qatar.   Is the NHIC part of the Supreme Council for Health? What is the difference between the NHIC, NHIS and the SCH?   The NHIC is a government-owned entity with its own management and corporate structure. The company manages and operates Seha, the National Health Insurance Scheme across Qatar. The Supreme Council of Health, in the context of the NHIC, is the regulator.   Is there a need for a national health insurance scheme? How did it come about?    Yes there is. A healthy population is a fundamental need for a successful nation. This is part of the Qatar National Vision. The resulting National Health Strategy identified the need for high quality, efficient and affordable healthcare as a key ingredient to ensure a healthy population.  This is the basis for the development of the social health insurance scheme. It affords choice, allowing people to use healthcare services from both the public and private providers. By making it mandatory, it ensures that nationals will all have access to high quality, efficient healthcare that meets their needs.  National health insurance also allows the government to plan and manage healthcare needs for the future. Current information on what types of services are used and the kinds of illnesses being treated allow better planning for the future healthcare needs of Qatar.    There is an existing scheme (Hamad Card) of a similar nature that is not widely used. So why should this new one make a difference?   The key benefits for people are choice and quality. All subscribers will have access to both public, and a selection of private providers of healthcare services. This is not the case with the current scheme, where only the public providers are covered. Each member can choose which provider they wish to use.  One result of such choice is that providers will generally increase their quality of offering to ensure that they remain competitive and attract more people to their facilities.  In the larger context, the national health insurance scheme will increase transparency in the allocation of resources and spending through the implementation of a unified disease coding system and fee structure. Meanwhile, the data collected on the types of healthcare services used will help the government plan both services and facilities more efficiently.   How do I register for the scheme?    The basis for registration is the Qatari National ID card (QID). Seha uses the same identification numbers as the QID.   Who is covered under the scheme?    All Qatari Nationals are covered under Seha in the state of Qatar.   Does this mean I can go to a private hospital for treatment?    Yes. The ability to choose your provider is one of the main advantages of the insurance scheme. Coverage for services not included under Seha can be purchased from private health insurance providers operating in Qatar.   Can I go to any hospital / clinic?    You can visit any public or private provider within the Seha network. For an updated provider network list please click here.   How do I use the scheme?    In the case of a planned visit, please phone and set an appointment with your chosen provider. When you arrive for your appointment, please present your Qatar ID card at the reception. This is important when you go to a provider, as the card is necessary to verify your identity and scope of coverage within the scheme.  The provider will identify and verify your details and coverage and process any relevant paperwork. You will then have your appointment with the relevant doctor, together with any applicable procedures. Please note that while many tests are automatically covered within the appointment, some more complex procedures and tests may require additional approvals from the insurance company. You may need to come back for such procedures or tests once the insurance company has approved them.  In case of an emergency, please visit the provider’s emergency services department and follow the same identification procedure for service.   Does the scheme work outside Qatar?    The scheme only operates inside Qatar.   What if I already have health insurance? Do I need to sign up for Seha?   Seha is mandatory for all nationals and they are automatically enrolled.  You may purchase supplementary private health insurance for services not covered by the National Health Insurance Scheme.   Who governs the National Health Insurance Company?    The National Health Insurance Company is fully-owned by the Government of Qatar and is legally governed by the health insurance law (No. 7, 2013) enacted in June 2013.  The executive management of the National Health Insurance Company is responsible for the operations of the company and directly reports to the Board of Directors of the company.  The Board of Directors is formed of representatives of the Supreme Council of Health, the Ministries of Finance, Labour and Interior, the Central Municipality Council, and two members from the private business sector.  The Board of Directors represents the interests of the National Health Insurance Company and governs the actions of the executive management, and sets the strategy for the company.  The company is regulated by the Supreme Council of Health.   What is the mechanism of attesting birth certificates for children of a Qatari mother? And where should the attested documents be delivered?   There are multiple attestation categories : For Children of Qatari Mother born in Qatar; child Age (new born to 16) the required documents will be: Birth Certificate (issued from SCH)/ Mother QID. For Children of Qatari Mother born in Qatar; child Age (16+) the required documents will be: Birth Certificate (issued from SCH)/ Mother QID/ Child QID. For Children of Qatari Mother born outside Qatar; child Age (new born to 16) the required documents will be:  Birth Certificate from the country of birth attested from the MOFA and Qatari embassy or consulate at that country. Mother QID.
